No. A District Franchise does not pay Mandal Royalty. It may instead receive an approved Royalty Revenue Share from eligible royalty collected from underlying Mandal Franchisees.
A District contains Talukas, which contain Mandals, which contain Sellers, Delivery Partners and Buyers — all part of the wider FIGEIT network.

No. The District application is for the District territory itself. Mandal-level detail belongs to the District Dashboard/management functions, not the application.
